SOP-000693
Training Competence Check Standard Operating Procedure for Quality Assurance in Education Operations
This SOP applies to Education teams carrying out Training Competence Check within the Quality Assurance process area and Operations department.
Overview
Purpose
This SOP defines the controlled method for Training Competence Check within Quality Assurance / Education / Operations. It explains the information that must be available before the procedure starts, the sequence of operational actions, the control that determines whether the work can proceed to closure, and the evidence that must remain available afterwards.
For this procedure, the operational sequence is centred on the following work: Confirm the competence criteria for the role or task and verify the person has completed any required prerequisite training before assessment. Perform the approved knowledge, observation, practical or other competence assessment and record objective evidence against each required criterion. Record the pass, conditional outcome or gap, update the training or competence record and assign retraining and reassessment where the standard has not been met. Following that sequence consistently helps the organisation avoid incomplete records, unclear ownership, missed controls and unsupported decisions.

Scope
Included
This SOP applies to Education teams carrying out Training Competence Check within the Quality Assurance process area and Operations department. It covers preparation, required inputs, execution, control checks, evidence, exceptions, approval or review where required, communication and closure.
The procedure should be adapted to the organisation's own systems, job titles, approval limits and record locations before operational use. Tasks outside the stated process, specialist decisions or circumstances requiring a different controlled procedure should be referred to the appropriate owner rather than forced through this workflow.
Outside this SOP
This SOP does not replace organisation-specific approval limits, specialist professional judgement, local legal requirements or site-specific controls.
Responsible roles
Primary owner: process owner or department supervisor. Supporting role: document controller or compliance reviewer. The primary owner coordinates and completes the operational record, the supporting role provides subject-specific input where required, and any designated reviewer or approver confirms that the control result and evidence are sufficient before closure.
Required information and systems
Primary working system or record location: the learning or training-management system, competence matrix and assessment record. Required working information: role or task being assessed, required competence standard, completed prerequisite training, assessment method, assessor, candidate, evidence requirement and reassessment interval. Evidence retained at completion: competence criteria, assessment form, test or observation results, assessor notes, sign-off, training-matrix update and retraining or reassessment action. Use the current approved forms, system records and controlled documents used by the organisation for this procedure.
Procedure overview
Training Competence Check starts when the relevant request, event or scheduled activity is ready to be processed. The process owner or department supervisor first verifies the required inputs and scope, then completes the three core actions defined for this procedure: confirm the competence criteria for the role or task and verify the person has completed any required prerequisite training before assessment. perform the approved knowledge, observation, practical or other competence assessment and record objective evidence against each required criterion. record the pass, conditional outcome or gap, update the training or competence record and assign retraining and reassessment where the standard has not been met.
Before closure, the record must pass the principal control check: confirm a competence result is awarded only when the recorded evidence demonstrates the required criteria and any failed criterion has a documented follow-up plan. Failed checks or unresolved exceptions remain open with a named owner. The procedure is complete only when the result, evidence, approvals where applicable, communications and follow-up actions accurately describe the final operational position.
How this SOP helps
This document gives the responsible team a consistent way to complete Training Competence Check, verify the result and retain evidence that the required process was followed.
Before using this procedure
Confirm that role names, systems, approval routes, record locations and escalation contacts match the organisation using this SOP. Adapt any local legal, contractual, privacy, safety or regulatory requirement before operational use.

Procedure preview
This preview stops at a complete procedure-step boundary. Locked steps and checklist material are not sent to the browser.
- Step 1
Open or create the working record for Training Competence Check in the learning or training-management system, competence matrix and assessment record. Record the request, event, schedule or business reason that started the procedure, the date and time, location where relevant, responsible owner and target completion date.
- Step 2
Confirm that Training Competence Check is the correct procedure for the work being performed. Check the current SOP reference SOP-000693, the Quality Assurance / Education / Operations context and any existing related record before continuing.
- Step 3
Gather and verify the required inputs before work begins: role or task being assessed, required competence standard, completed prerequisite training, assessment method, assessor, candidate, evidence requirement and reassessment interval. If a required input is missing or unreliable, pause the procedure and obtain the missing information rather than working around the control.
- Step 4
Assign operational ownership to the process owner or department supervisor. Record any required contribution from document controller or compliance reviewer and identify the person who will review or approve the completed work where a separate review is required.
